The charges listed below are made by the Statutory Harbour Authority pursuant to the Harbours, Docks & Piers Clauses Act 1847, the Harbours Act 1964 and the Newhaven Harbour Acts & Orders 1863 to 2016. They are subject to alteration and revision at any time. VAT rates are in addition where applicable.
All use of the Port is subject to Newhaven Port & Properties Ltd (NPP) Terms & Conditions, which is also available on our resources page or requested from the Harbour Office. All vessels using the harbour must be adequately insured.

a. Vessel/Ship Dues
i) Vessels to load/discharge/transfer = £1.64 per GT.
ii) Vessels for laying up, repairs, bunkering, stores, crew change, fresh water, ice, mobilisation/demobilisation, etc. see Section 3 below.
iii) Vessels discharging fish = £33.56 per metre LOA per 24 hrs or part thereof.
Any vessel remaining in the harbour limits after completion of discharge/loading/transferring will then be charged as per section 3 below.

c. Passenger Dues = £6.71 per adult and £3.42 per child (under 16).
a. Mooring fees for NPP Berths (Multihull vessels pay +50%)
i) Work Vessels = £334.17 per metre length per annum.
ii) Fishing Vessels = £171.42 per metre length per annum.
(6 month terms discretionally available paying 65% of the above).
b. Harbour Dues for anywhere in Harbour Limits
i) Work Vessels = £46.15 per metre length per annum.
ii) Fishing Vessels = £32.97 per metre length per annum.
iii) Pleasure Vessels = £19.78 per metre length per annum.
(6 month terms discretionally available paying 65% of the above).
i) Harbour dues applicable anywhere in harbour limits = £2.98 per metre length per 24 hrs or part thereof.
ii) Mooring fees on NPP berths/at anchor in harbour limits (except when anchored awaiting Newhaven Pilot) = £2.98 per metre length per 24 hrs or part thereof.
i) Mooring Charges = £284 per attend.
ii) Fresh Water Supply = £5.92 per m3 or part thereof (minimum charge of £186).
iii) Dues on the transfer of Oil Products or Waste Oil within harbour limits = £2.93 per tonne or part thereof (minimum charge of £186).
iv) Hire of Gangway at East Quay = £212 per 24 hrs or part thereof. Elsewhere in the Port, daily charges apply plus transportation and lifting fees at cost plus 15%.
v) Mobilisation / Demobilisation of Small Yokohama Fender = £257
vi) Use of Small Yokohama Fender per 24 hrs or part thereof. = £113
vii) Issue of Permit to Work for fully Contracted Crane Lift over quayside = £138
viii) Hire of Forklift = £167 per hour.
ix) Hire of Workboat = £257 per hour.
x) Mandatory Waste charge = £150 East Quay, £68 North Quay.
xi) ISPS (Security) Admin Fee = £79
xii) CERS (Reporting) Admin Fee = £79
i) Temporary Warehouse Storage = £0.50 per pallet per 24 hours, increasing to £5.00 after 48 hours. NPP reserve the right to stop charging at any time and implement such action as per NPP T&C’s.
ii) Truck parking waiting for Border Controls clearance or whilst handling goods, first 48 hours FOC, then £10.00 per hour.
iii) Truck Parking other than awaiting clearance or handling goods = £10.00 per hour.
Cargo storage on the quayside, either before loading or after discharge, is FOC for a maximum of 48 hours. Unless previously agreed, penalty fees will then apply at a rate of £100 per hour. Storage time commences as soon as first cargo is placed on quayside. NPP reserve the right to stop charging the penalty fees at any time and implement such action as per NPP T&C’s.
Charges to cover costs incurred due to Agency/Authority seizure or hold: –
Stevedoring & Admin = £150 per hour.
Internal Storage = £50 per day per pallet or part thereof.
Truck parking = £10 per hour.
Disposal = £170 per tonne plus £136 transport fee. (Minimum charge of £306).
Condition of use of the Newhaven Border Control Post:
By the vehicle attending the Newhaven BCP, the Importers Agent fully accept they are responsible for the goods being imported and accept the following charges. All freight must be accompanied, i.e. a haulier/driver/agent must be available to present documentation. The Importers agent is fully responsible for notifying HMRC regarding any Customs declarations/notifications to be made as a result of any hold/detain/destruction of consignments.
NB: The below fees are payable to the BCP operator (Newhaven Port & Properties Ltd). Fees levied by the inspection authorities are not included in this tariff.
BCP user charge (to include stevedoring and admin) = £0.
Consignment storage whilst awaiting Agency/Authority analysis results = £0.
Consignment storage in BCP when on an Agency/Authority hold/detain notice pending a decision from the Importer on re-exporting or destructing goods: –
First 4 days = £0.
After 4 days = £80 per day per pallet or part thereof.
Entire vehicle/trailer on an Agency/Authority hold/detain notice parked on site pending a decision from the Importer on re-exporting or destructing goods: –
First 2 days = £0.
After 2 days = £10 per hour.
Waste charges following APHA destruction notice (Plants & Plant Produce):-
Up to 2200 litres = £0.
Over 2200 litres = £170 per tonne plus £136 transport fee. (Minimum charge of £306).
Waste charges (POAO, PNOA, etc) = Fees levied by the Port Health Authority.
Charges to cover costs incurred due to Agency/Authority seizure: –
Stevedoring & Admin = £150 per hour.
Internal Storage = £50 per day per pallet or part thereof.
Truck parking = £10 per hour.
Disposal = £170 per tonne plus £136 transport fee. (Minimum charge of £306).
Use of the BCP for any other permitted use will be charged as above.
Filming charges:
Initial contact – one free recce to cover one hour
Ongoing work – flat administration fee of £130 per hour

Pursuant to Section 10 of the Pilotage Act 1987, Newhaven Port & Properties Ltd as the Competent Harbour Authority for Newhaven Harbour hereby makes the following list of changes effective from: 1st January 2026.

1. From sea to Newhaven Harbour or vice versa:
a. Up to 70 metres £272.00
b. Plus per metre or part thereof in excess of 70 metres £17.54
2. Vessels (with the exception of conventional ferries) or combinations of vessels with a beam of 20 metres or over shall pay, in addition to the above rates a charge of £74.00 per metre beam, or part thereof, in excess of 20 metres.
3. For shifting a vessel within the harbour which has previously employed the services of a Pilot to enter the Harbour: 50% of applicable pilotage fee.
4. When the Pilot and/or linesmen have been booked for a vessel arrival/departure time and there is more than 1 hour delay; or the ETA/ETD is amended outside of normal office hours; there will be a charge of £250.
5. Vessels, other than ferries, operating under an authorised pilotage exemption certificate (PEC) will pay 40% of the standard pilotage rates in 1a and 1b above.
6. The charge for a PEC examination will be £515.
7. The charge for a PEC renewal will be £257.
8. The charge for boarding or landing a Newhaven Pilot shall be: £ 162.00
9. Mooring Charges per attendance £ 284.00
10. Use of workboat for passive/active manoeuvring assist £ 257.00
11. Use of Pilot Boat for Crew Changes, Deep Sea Pilot Transfer, or Spares/Stores transfers:
a. within 3NM of Newhaven Breakwater £350 per hour or part thereof
b. beyond 3NM of Newhaven Breakwater £437 per hour or part thereof
c. cancellation fee of £249 if booked and then cancelled.
